Public Comment on Proposed Reporting Measures for the Quality Incentive Program (QIP) for Fiscal Year 2027–28

Purpose
The California Department of Developmental Services (DDS) invites public comment on proposed reporting measures for service providers participating in the Quality Incentive Program (QIP) for Fiscal Year (FY) 2027–28.

DDS is proposing to maintain the existing QIP reporting measures and surveys currently used to inform provider incentive rates. The surveys to be administered during Fall 2026 for purposes of determining FY 2027–28 incentive rates will remain substantially the same as the current surveys.
Proposed updates to the QIP surveys include:

  • Minor revisions to survey questions to improve clarity and understanding, and
  • Inclusion of Supported Living Services (SLS) providers (service code 896) as eligible participants in the Prevention and Wellness Survey.

DDS is seeking feedback from the community regarding the following reporting measures and proposed survey updates.

1. Provider Capacity Survey
The goal of this reporting measure is to establish baselines and gather information related to the capacity of providers throughout the state to serve individuals with IDD. In fall 2026, providers will report information from FY 2025/26 on staffing, wages, zip codes served, language access options, and other information related to the provider workforce.

2. Prevention and Wellness Survey
The goal of this reporting measure is to establish baselines and gather information related to preventative health screenings provided to individuals utilizing residential services. Residential service providers of adults and children will report on the individuals served in FY 2025/26 who were current on select preventative health screenings and the rationale for residents served who were not current on those preventative health screenings.

3. Employment Survey
The goal of this reporting measure is to establish baselines and gather information related to the two areas listed below. In fall 2026, employment providers will report information from FY 2025/26 about the following:

  • The professional training and credentialing of employment provider staff who support individuals in achieving employment and competitive integrated employment.
  • The ability of individuals to access competitive integrated employment, paid internships, and other forms of employment

4. Initial Provider Survey
The goal of this reporting measure is to establish baselines and gather information related to the future capacity of new providers throughout the state to serve individuals with IDD. This survey will be sent only to providers who have recently completed vendorization with a regional center. New providers who receive this survey will have 60 days to complete it to begin receiving their quality incentive rate for the entirety or remainder of FY 2027-28.

  • Individuals receiving developmental services
  • Family members and caregivers
  • Service providers
  • Regional centers
  • Advocacy organizations
  • Community-based organizations
  • Other interested members of the public

Public Comment Period
The public comment period will open on May 15, 2026, and close at 5:00 p.m. on June 15, 2026.  Comments submitted after 5:00 p.m. on June 15, 2026, may not be considered.

The Quality Incentive Program (QIP) is part of California’s developmental services rate reform effort and is intended to improve quality outcomes across the service system by linking a portion of provider reimbursement to quality-related measures and reporting activities.
